CoR uses an method that is preloaded with both equipment and methodologies that are segway into spin testing. Besides from pushing smaller manufacturers out of the market the introduction of this new rule necessitates a direct spin cap. With the setup and methods that are already established and coefficient of restitution you can almost already calculate spend as an estimate for the given test. 

There's no doubt that they could even calculate bullspin from the results of coefficient of restitution rather than needing to test itself. based on the current level of coefficient of friction paddles cannot greatly influence the level of spin on most shots. This is where Psychology is a big factor. You feel your grit and you know that it should make the ball spin you believe it. Ask yourself though how well could you spend the ball as a new player? Spin in this sport is a simulacra.

The addition of a spin test will justify the outrageous apparatus that they are currently using for coefficient of restitution. It may even be used to justify the existence of coefficient of restitution against push back. To be clear the paddles we play with are not gritty enough to impart a greater magnitude of spin across models. It makes a great selling point though. 

Players can surely influence the direction of spin and its application. A paddle is not statistically going to help you with this much if it's usap certified. Ask yourself when coefficient of restitution is applied or paddles be statistically able to help you with control or power? Between coefficient of restitution, the outbound angle requirement, and coefficient of friction it will be next to impossible for non-conventional designs to pass inspection and it would be stupid to even send them.
